A big improvement in Windows SharePoint Services 2007 is the recycle bin functionality for easier content recovery and improved backup and restore possibilities. There are also administration tools available to manage the lifecycle of deleted items in the recycle bin. The recycle bin feature is available in lists and document libraries.
Deleting an item from a list will sent your item to a web-level recycle bin.
Anyone who has the right permissions can delete this item here. When the item is deleted from this recycle bin, it is sent to a site administrators recycle bin.
You can automate the removal of old documents by using a timer job, for example items older than 60 days are permantly deleted.
