With SharePoint 2007 it is possible to require that a document is checked out before a user is allowed to edit the document. You can do this on the versioning settings page.
When you have checked yes to "Require documents to be checked out before they can be edited", each time when a user wants to open a document by clicking on the document name you user will see the following popup.
So... finally nobody can change a document without checking it out. Another thing is that SharePoint also lets you 'work offline' which means you can check out a document and open it for editing on your own computer. The document will temporarily be saved in 'Desktop\My Document\SharePoint Drafts
